Declares That a Covert Offer to Bribe Blm Was Promptly Rejected. CniCAGO, Dec. 84. The story sent abroad from this city last Saturday regarding the alleged offer of a member of the city coun cil to soli the council out to the tobacco trust for 125,000 is of courso the reigning sensation here.

Not that it should sur prise any one much, as it has been a com mon and almost universal remark of the Chicago press that the only certain way to get anything through the council, good or bad, was to "pay the freight." This, however, seems the first time that there has been any proof of such a state of affairs; and it also seems that the alleged facts published wore dug up not by an 'argns-cyed" Chicago journalistic sleuth. but by an "imported" man from of all the places In the world New York. Accusation Briefly Stated. The man who worked the scheme Is said to bo George W. Turner, proprietor of the New York Recorder, and the charges made are that Aldormon Powers pro)osed to sell the city council of the "typical American city," for the small sum of 000 agreeing for that sum to kill a bill to license the sale of cigarettes.

The offer as alleged was made to Neil McCoull, Chicago representative of tlio American Tobacco company tobaoco "trust" and the hearing of a concealed stenogra pher who took down every word said during tlio interview. McCoull persists In his charges and says that four other ivl-dermnti two Democrats and two Republicans are implicated iu the attempt to secure the botxlle. Altlrrnian OlinaV and Mr. "Wank." McCaull calls one of tho would-be bribe takers Alderman "Minus" and names an actor in tho "play" Mr. "Blank," and will not givo their names nor those of the other nldcriuon.

though he says the names will be forthcoming in the event of a legal investigation. "Alderman Minus and three other alderman called upon Mr. Blank Monday," said AluCoull, "and talked about securing a conference between Alderman Powers and myself. Mr. Blank came to me, and I said I would meet Mr.

Powers. Half an Lour later Mr. Blank telephoned me that Al derman Powers would call on me at 3 o'clock. At that hour Alderman Minus put In an appearance and said that Mr. Powers could not come until 5 clock.

He came at that hour, and the printed re port of the conversation between him and myself is literally correct in every partic lor. Aldcrirnn Minus Is a Republican and a man whom few persons would sus pect. Not Trying- to Bribe Anybody. McCoull said the company was spending no money to defeat the license ordinance (which was introduced by Alderman Coushlin) except In a legitimate way. ''We sent out a number of our employes to assist local dealers in circulating petitions in every ward against the ordinance.

This was about two weeks ago. We have not expended a dollar in any other way." "Are you acquainted with George V. Turner?" "Yes, he is an intimate friend of one of tho officers of our company whose namo I cannot now recall. I did not see Mr. Turner while be was in the city and do not know what he was here for." In fact Mr. McCoull mentioned that amount." Finally McCoall gave Powers to understand that he wanted to urn eertain means to kill off the ordinance and then the alderman says he told McCoull: "I don't know what representations have been made to you, but I want to say that if there has been any representation that money was to be paid In the council I know nothing of it. I am not here to do that kind of business. If any of the aldermen are looking for money I know nothing of it." He adds that he told McCoull that if he (McCoull) should pay money to aldermen they could be depended upon to do what they agreed to, as most of the aldermen were men of their word. Powers closed his statement with the assertion: "He made me no offer of money.

I suggested no amount to him. That portion of the report is utterly unfounded. The best evidence that it has been doctored up Is that while the interview took place Monday the report was not printed until Saturday." R. H. Has-lam, or "Pony Boh." as he is ealled by Alderman Powers, corroborates the state ment ol Alderman Powers as to the in terview he hod with Turner at the Lei and hotel.

He heard the qnarrel between Turner and Powers, but did not hear the exact words only got the purport of them. Al derman Coughlln, the author of the ordi nance, said: "I have been approached by four different parties, who urged mo to drop the cigarette ordinance. One of these parties is a public official, holding an elec tive onioe. will not state his namo or anything of the interview other than that he asked me to drop the ordinance. An other of the parties was Mr.

McCouU. The other was a man named Turner, a repre sentative of the New York Recorder, and 1 understand a heavy stockholder in tho cigarette trust. "Last Monday night he sent 'Pony' Bob Hiislum to me in the council chamber. 'Pony' Bob came to me and said: 'John, you know mo. A fellow representing tho cigarette trust wants to talk to answered thut I did not want to soe him; that I was against tho cigarette trust.

Bob said the fellow wrs at tho Richelieu hotel, and Tuesday morn ing I met Turner in tho barroom. Turner was rather insulting. He wanted to know my reasons for presenting that or dinance. He said he would heat it any way, remarking: 'vtchave Mayor Hopkins and a sufficient number of aldermen to sustain his veto of tho will be presented if the be "I told him I knew nothing about those matters. He wanted me to drop the fight for the ordinance.

He made me no direct offer of money for doing so. He insinuated. however, we might bo taken care of. had a horse running at Roby that day and was in a hurry to get out there, so I left him." And so it stands. The question as to which of the pnrtles is telling the truth will probably be settled by anlnvestlgatlon by tho city council.
